The US has dropped its previously-reported insistence on a UN budget cap unless the world body enacts management reform by the end of the month. But while US Ambassador John Bolton said that the Bush administration had always intended to pay the dues, he also cautioned that the US Congress might act to rein in funding unless more reform takes place.
